• Specialized experiences that will be given strong consideration include
valid and extensive experience in XML, and Java programming languages.

• The applicant needs to be able to plan and accomplish goals, perform a
variety of design, development, and test tasks, while directly reporting to
a project lead or manager with a wide degree of creativity and latitude.

• Preferred two years experience in a tracked successful system delivery
experience.



The Programmer Analyst – Senior possesses capabilities to perform complex
tasks and lead works of others with preferably at least 2 years in law
enforcement system experience and tracked successful system delivery
experience.  The applicant plan and accomplish goals, performs a variety of
design, development, test tasks directly report to a project lead or manager
with a wide degree of creativity and latitude.



The senior programmer analyst is responsible for design and implementation
of various system library utilities, applications, and services in the JEE
client-server environment.  Major deliverables are:



The current method of processing changes the status of the CCW to "pending"
when the renewal fingerprints are received.  Because the statute was
amended, we need to develop a different means of processing renewal
applicants.  We would like the information on the CCW program to indicate
whether we have the applicant's prints on file with MSP.  If so, somewhere
in the program we need to incorporate a renewal check box.  Once the county
clerk receives an application for a renewal of license, they could click on
a check box to update the applicant information, which would in turn, change
the status to “pending”.  This would generate a Michigan criminal history
background check on the licensee, and a response to the county clerk's
office via the Rap Back system.  We are striving for all to automate all
county clerk offices prior to the completion of this  project.  Half the
county clerk’s offices in Michigan are automated.  County clerk’s offices
not using the CPL system would have to report information to the Firearms
Records Unit staff to designate the license as a renewal.



The Rap Back system will check against the CCW database to determine which
county issued the corresponding CPL.  The MSP Firearms Until will collect an
e-mail address for each county clerk’s office for the purpose of a Rap Back
notification.  A feature will be added to the CCW report that will give a
check box to be used/checked when a licensee reapplies.  We will also need a
way to update applicant information such as address, etc.  The report will
have to become interactive with the program, so the status will change to
“pending” if the box is checked.  If possible, before changing the status to
“pending”, the CCW database will cross check the fingerprint database to
ensure that there are prints on file.  The county clerk’s office e-mail
listing could be used to alert the county clerk’s office if there are no
prints on file.  If an applicant changes his or her address, the issuing
county must remain the same in the database until the next renewal cycle.



SUITE methodology will be followed to complete analysis, development, test,
deployment, and documentation requirements.



Transfer system knowledge in mentoring other developers and documenting
system behavior for future enhancement.



May be asked to work on other related MSP systems as need arises.
