A minimum of 8 years of experience development for large-scale enterprise applications, including at least 4 years of experience in Java/J2EE. 2. Excellent oral and written communication skills and the ability to clearly articulate to all project members and stakeholders; must be a team player who works well with technical and non-technical resources. 14. Must take initiative, be a decisive decision-maker and show confidence in decisions made. 15. Must be able to take strategic direction from executive management and participate in strategic planning activities throughout the lifetime of the project. 16. Must be able to see tasks through to completion without significant guidance. 17. Must be able to provide documentation on their work. Desirable Experience: 1. A Bachelors or Masters degree in MIS, Computer Science, or equivalent experience is desired. 2. Knowledge of rules engines preferably Fair Isaac blaze advisor. 3. Knowledge of National Information Exchange Methodology (NIEM). 4. Experience in Content Management Systems such as Interwoven Teamsite or Documentum. 5. Knowledge of Portals preferably Vignette Application Portal. 6. Experienced with formal SDLCs and business analysis methodologies; Working knowledge of business analysis documentation standards. 7. Knowledge of MS SQL Server. 8. Knowledge of CICS Transaction Manager. Scope of Services: Business Express is intended to provide new and existing businesses with the tools required to open and expand businesses in the New York City area. Additionally, the project is intended to provide businesses with a web location where they can log on to manage all of their business transactions with the City. Major development is being divided into multiple phases of successive increasing complexity, all beginning concurrently.
