contract to hire Epidemiologist with SAS position. With 16,000 professionals

*Job Responsibilities: *

Serves as technical expert and advisor in epidemiology and surveillance with
a focus on analysis and response to trends in Behavioral health and other
health related outcomes in the military beneficiary population. Conducts
continuous surveillance of medical informational databases. Assists in the
planning and execution of investigations of disease clusters/outbreaks,
focused surveillance projects, and comprehensive health outcomes research.
This work encompasses the identification and characterization of population
based risk factors ; the evaluation of existing control measures; and, the
recommendation to local/regional military health authorities of effective
preventive measures to reduce the incidence of such outcomes.

1. Plans and executes epidemiological projects, surveillance, and outbreak
investigations aimed at identifying risk factors for iBehavioral health and
other health related outcomes. Develops preventive measures to reduce
Behavioral health outcomes in military beneficiary populations. Conducts
continuous surveillance of available medical informational databases.
Defines a specific problem to be studied; conducts extensive background
research of scientific and technical literature on the topic; reviews
existing background data reported to military medical surveillance systems;
and, documents any relevant data available from the civilian scientific
community. Designs a plan of action (i.e. project design and objectives),
selecting and applying the most promising approach (es), making necessary
modifications or implementing new approaches to solve novel problems.

Documents trends, rates, and relative impacts of illnesses and injuries
among the population(s) being studied and prepares results of findings.

Determines approach and alternative solutions to specific problems applying
new methods, technology and other advances in the field of epidemiology.
Conducts outcome analysis to evaluate interventions of preventive measures
to determine their efficacy. Demonstrates proficiency in the management and
maintenance of computerized databases generated from projects or outbreak
investigations. Statistically analyzes and interprets findings from these
databases bringing significant results or major problem areas to attention
of supervisor. 75%

2. Prepares technical reports for dissemination within military medical
community channels; prepares scientific summaries for presentation at major
scientific professional meetings and symposia; and, writes scientific
manuscripts for publication in peer-reviewed journals.

Incumbent also is expected to interact with all staff within the AFHSC for
analysis of medical surveillance data and preparation of submissions for
publication in appropriate media. 15%

3. Assists in the provision of advice and consultative assistance to
installation commanders and officials of other Department of the Army and
Department of Defense agencies on Behavioral health and other health related
problems. Provides advice and expertise in epidemiology, surveillance, and
health related outcomes and develops recommendations regarding risk
reduction techniques, and surveillance methods. Synthesizes information and
data from organizations within and outside of the government, and relates
them to current projects within the AFHSC. Serves as a member of technical
working groups to plan and coordinate joint research projects and to provide
expertise in epidemiology and public health. Keeps abreast of latest
developments and other data sources in epidemiology, disease surveillance,
and health related outcomes. 10%

Performs other duties as assigned.

Supervisory Controls

-Supervisory personnel make assignments in terms of broad epidemiologic
problems and in consultation with the incumbent, determine time frames and
resources required for the projects. The incumbent is responsible for
planning and carrying out the projects, either as a team leader or team
member, including determining or helping to determine the approach and
overall plan of action; resolving most of the conflicts that arise;
integrating and coordinating the work of others as necessary; and,
interpreting policy on own initiative in terms of established objectives.
The supervisor is kept informed of progress and problems with policy
implications, and need for major changes in approach.

Incumbent by virtue of experience should mentor other staff members as
needed. Completed work is reviewed from an overall standpoint in terms of
feasibility, sound judgment and effectiveness in meeting requirements or
expected results.

*Guidelines *

-Extensive guidelines within the Department of the Army, the Department of
Defense and other governmental agencies. The incumbent must use judgment and
creativity in interpreting and adapting guidelines to meet project
requirements. Occasionally the guidelines are inadequate for complex and
unusual problems encountered. The incumbent researches trends and patterns
to develop new methods and criteria.

*Complexity *

-The work involves planning and execution of epidemiological projects,
surveillance studies and outbreak investigations. This work periodically
requires special analyses to identify and characterize risk factors
associated with illnesses and injuries among Army and other DoD populations.
The problems encountered periodically require the adaptation and
modification of precedents, methods and techniques in their solution.

*Scope and Effect *

-The purpose of the work is to provide epidemiological, database statistical
programming and biostatistical expertise in support of the epidemiology and
medical surveillance missions of the DCOE and the AFHSC. The analysis of
disease trends and risk factors will result in modifications in DA and DoD
policy related to the control and prevention of mental health outcomes,
occupational health hazards and in maintaining a high state of readiness for
the US Army.

*Personal Contacts *

-Personal contacts are primarily with personnel within DoD. May coordinate
with and provides consultation to other Army personnel and installation
commanders regarding epidemiological problems in their areas. May interact
with other DOD epidemiologists and occupational health personnel. Contacts
are established for specific purposes in a moderately structured setting.

*Purpose of Contacts *

-Contacts are to provide expertise on epidemiological problems and
strategies for reducing illnesses. Contacts are also to obtain relevant
information for the conduction epidemiologic field studies and/or outbreak
investigations, report findings and to exchange information on methodologies
and preventive measures.

Requires BS/BA degree.
