Rate: $45 /hr


Please note that this is a 35 hour work week.

Mandatory Requirements:
1.      A minimum of 7 years professional experience as a business analyst
with hands on experience using UML Methodology, Agile Methodology,
BPMN, BPEL, LiquidOffice, Live Link enterprise content management  ,
Rational Requisite Pro, ERWIN DM, MS Visio, MS Project, and  PVCS
version manager software; Knowledge of  Oracle PL/SQL and Oracle 10g
RDBMS;

2.      A minimum of 7 years professional experience in business analysis,
process flow, workflow and design; Demonstrated process flow analysis,
data modeling and data mapping especially child welfare related fiscal
systems.    Proven ability to rapidly identify the weaknesses and
propose solutions in the process are required.

3.      Knowledge and experience in working with New York State and New
York City Systems, entrepreneurial orientation in the design of Liquid
Office, Live Link enterprise content management, managing and driving
the business process and implementation of the project;  also project
management experience in planning and managing the implementation of
large scale automated information systems are preferred.

4.       Demonstrated expertise in requirements analysis and business
process modeling in child welfare area for State or Local Government
preferably content management using document management & imaging
solutions integrated with Welfare Management System and Child Care
Review Services System (WMS/CCRS) and Warehouse Information Tracking
System (WITS) interpreting New York City Records Management Regulation
and or equivalent experience.

5.       Must have experience in configuration of live link enterprise
content management or equivalent experience.



Job Description:
Business Analyst will assist Administration for Children’s Services
(ACS) in providing business analyst support for development of content
management process using document management and imaging solutions.
The selected consultant will gather user requirements and prepare
business process flow using business process modeling techniques. The
analyst will provide project plan, detailed requirements document,
as-is and to-be business process flow, gap analysis, system design
documentation, mentoring, and implementation support. These systems
are used by Division of Child Protection and other Divisions of ACS.

Project Scope of Work:

One highly skilled and experienced Business Analyst with strong
analytical skills to plan, analyze, design, implement, and train to
support implementation of content management solutions. Prepare
technical process flow documents for existing and new
procedures/functions. Create logical data models using ERWIN data
modeling tool.

Successful candidate must have extensive analytical experience in
business application development. Experience must include demonstrated
skills in analyzing business requirements and designing content
management solutions in child welfare management system area
integrated with New York State CONNECTIONS and New York City Warehouse
Information Tracking System (WITS). Experience must also provide
strong evidence of ability to communicate effectively with all levels
of professional and managerial staff.

The consultant(s) would provide detailed business analysis of the
workflow, forms design, key data elements, and required validations.
As part of the project, the consultant(s) would provide transition
support, mentoring and training for designated staff and other
consultants as necessary.

WORK APPROACH NARRATIVE

When engaged, the consultant will work under the supervision of
ACS/MIS Office of Applications and Database Management, and will
assume responsibility for the following:
1.      Maintains project plans to meet Agency priorities and deliverables
2.      Conducts project plan meetings with program and MIS staff to review
progress and provides updated status to ACS project manager
3.      Uses Agile Project Management Methodology
4.      Documents business requirements and processes
5.      Develops business process flow aligned with requirements
6.      Identify data elements and prepare data mappings to support
business process
7.      Follows the systems analysis methodology and conventions set up for
the systems development by ACS
8.      Performs testing of automated solutions
9.      Prepares transition and training plans
10.  Trains ACS users on developed solutions
11.     Use and manage the version control of documents by using PVCS
version manager software

Project Timeframe for Completion:
All deliverables and activities must be completed by a consultant
within six months. Target start date is January 2010.

Deliverables include:

1.       Detailed Project Plan for implementation of technical solutions
2.       Detailed requirements analysis documents
3.       Detailed business and system process flow documents
4.       Mentoring and transition plan
