* * *Location: Madison, WI.* * * *Duration: Long term* * * * * *Description* * *Participate in projects related to determining the business process and information system requirements necessary for establishing IT infrastructure and system solutions in support of the Children’s and Birth-to-Three program. This position will perform project management, business requirements analysis, strategic planning and implementation of IT solutions needed by the Birth-to-Three program. This is a full time position, with some (sometimes 2 or more day trips per week) travel required within the state in support of about 77 counties/agencies. The primary focus of the position is to (a) assess program needs, (b) capture business process information and determine business re-engineering needs, (c) develop a comprehensive IT strategic plan and (d) identify and manage projects to support the strategic plan objectives. *The position will provide business analysis, project planning, procurement documents preparation i.e., RFI, RFS, RFP, RFB, project management and implementation support to the Department and partner county organizations. Preference will be given to candidates with knowledge of long-term care, family care, children's programs and/or Medicare/Medicaid and extensive interviewing of customers, frequent facilitation of Department and partner project meetings, independent analysis of a wide variety of business, data and IT issues and frequent development of solution recommendations*. The person will be required to regularly function independently, with direction, as a lead/senior consultant on assignments and in monitoring and following up on the status of project tasks with a variety of staff members. This position will work with the information systems staff team in the Bureau of Information and Technology Services (BITS) that has been developing infrastructure improvement efforts associated with Family Care and related program initiatives. The project team includes Department of Health Services program and IT staff, as well as some staff from county and local agencies that are participating as business partners. We are looking for someone with sufficient experience in these areas to be able to provide technical assistance or occasional training to project staff or partners; therefore, well-developed communication skills are essential. We also prefer the person have previous IT development experience (software and/or databases), experience with vendor system procurement, vendor contract management, and to have worked in a structured development life cycle environment. Though the focus of the position is not 'IT project management' the skills are needed for evaluation of appropriate solutions. The person will work at 1 W.
