I. DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of
one or more System Analysts hereafter referred to as Worker, hereafter
referred to as Worker(s), who meets the general qualifications of
ITSAC System Analyst Level 2, Core Technology Type and the
specifications outlined in this document for the Williamson County
(WILCO).
All work products resulting from the project shall be
considered “works made for hire” and are the property of the WILCO.
WILCO may include pre-selection requirements that potential Vendors
(and their Workers) submit to and satisfy criminal background checks
as authorized by the Texas law. WILCO will pay no fees for interviews
or discussions, which occur during the process of selecting a
Worker(s).
Williamson County is focusing on expanding its Oracle ERP system by
implementing Treasury, Cash Management and Dash Board functionality.
The county went live with Oracle Financials in 1998. The County‘s
annual budget is currently $270m+. The goal of the project is to
implement Oracle Cash, Treasury and Dashboard Management to improve
visibility, ROI, efficiency, and control.

Project Goals Include:
• Forecast cash flows and in multiple time periods
• Streamline the reconciliation process
• Monitor for exceptions and fraud
• Forecast based on historical or future transactions
• Manage the cash cycle efficiently and with control
• Provide tool to auto upload all relevant financial data into
Oracle – integrate seamlessly with other Oracle applications
• Manage debt services –automate and simplify administration
for debt, investments, equities, and derivatives.
• Real-time cash-position management
• Enforce security and limit controls
• Set-up worksheets
• Bank Management
• Provide real-time financial information to the WILCO
Investment Committee via the Dash
board
The goals will manage the following financial activities:
• Investments in 3 local government investment pools.
• Short term and long term CDs
• All bank activity. Includes: 1 bank with 3 accounts
• Issuance of Bonds
• Debt services.
• Any investment activities outlined in the Williamson County
Investment Policy
II. WORKER SKILLS AND QUALIFICATIONS
Minimum Requirements:

4 Years Treasury Module public sector implementation and integration
experience
4 Years Cash Management public sector implementation and integration experience
4 Years Dash Board public sector implementation and integration experience

III. TERM OF SERVICE
Services are expected to start approximately April 1, 2010 and go
through Aug 31, 2010. Total estimated Worker hours shall not exceed
700 hours per worker. This project will possibly go into an
additional year. This service may be amended, renewed, and/or extended
providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
A. Services shall be provided during normal business hours unless
otherwise coordinated through the WILCO. Normal business hours are
Monday through Friday from 8:00 AM through 5:00 PM, excluding holidays
when the County Offices are closed.
B. The primary work location(s) will be at the WILCO facility,
located at 301 S.E. Inner Loop, Suite 105, Georgetown, Texas. Any and
all travel, per diem, parking, and/or living expenses shall be at the
Worker’s and/or Vendor’s expense.

Position: VB.Net/ASP.Net/Java Programmer
Location: Jackson, MS
Duration: 2 Years
Rate: Market Rate
Mandatory Requirements:
1. Minimum 5 years experience with VB.Net Programming
2. Minimum 5 years experience with ASP.NET Programming
3. Minimum 5 years experience with JAVA Programming
4. Minimum 5 years experience with Portal Maintenance Programming
5. Minimum 5 years experience with Analysis, design, development,
testing and implementation of large or complex development projects on
large scale systems
6. Ability to effectively communicate in English verbally and in writing
7. Ability to interact with functional users and technical staff
regarding business and information technology needs
8. Ability to listen and solve problems
9. Ability to provide subject matter expertise on system architectures
Desirable Experience:
1. Knowledge of Microsoft Customer Relationship Management (CRM)
2. Knowledge of DB2
3. Knowledge of the Weatherization ARRA Program
Job Description:
Our client desires to implement a web-based, data collection, tracking
and reporting system that is both comprehensive and user friendly.
The development of the ARRA Weatherization Data Collection System will
provide functionality to enable DCS to electronically track clients,
funding streams, expenditures, and types of measures provided, energy
savings data, inventory, materials list, and other required reporting
criteria. A foundational database has been built but improvements are
drastically needed. This LOC is for the acquisition of development
services from a qualified individual/Vendor to augment the MDHS staff
to perform tasks defined herein as well as other duties as assigned or
deemed necessary to accomplish the desired outcome for DCS. The vendor
is expected to work at the direction of DCS but with oversight by
MDHS’ Management Information Systems (MIS) division to complete the
development of this new system.
The selected Individual will be expected to perform at a minimum the
following activities:
1. Augment existing MDHS staff;
2. Modify and enhance the existing weatherization foundational database;
3. Develop and/or modify web-based applications including web page
development using VB.Net, ASP.Net and Java;
4. Provide technical support for servers dedicated to the MDHS
Weatherization Application;
5. Test and debug Internet applications;
6. Validate security infrastructure for web page confidentiality;
7. Work with end users to modify and implement program area requests;
8. Assist in performing portal maintenance;
9. Provide recommendations for required software and hardware;
10. May be required to assist in integrating other web-based DCS
application;
11. Develop an interface to send required reporting data to the
Department of Finance and Administrations’ (MDFA) Stimulus 360
database;
12. Provide knowledge transfer and training to staff in a model class
environment; and
13. Provide written documentation.
