Short Description:
The team lead manages the NJIIS application team to deliver the project
deliverables and services according to the project plan. The team lead
coordinates resources & works to deliver solutions to customers on time and
within budget.
Complete Description:
Years of Relevant Experience: 5 plus years, and 2 to 3 years project
management experience.
Preferred Education: 4 year college degree or equivalent technical study
Candidate should have over 5 years experience in software development.
Candidate should possess excellent communication and presentation skills.
Candidate must possess strong skills in object-oriented analysis, design,
and implementation (using UML), with active involvement in all phases of
project life cycle.
Candidate should quickly understand functional and technical aspects of
software development projects.
Candidate must have at least two years team lead experience with large,
complex web applications.
Candidate must have experience with oversight for ensuring business
requirements are accurately converted into technical design documents such
as use cases and class diagrams.
Role Description:
All roles specified in TL 1 plus:
Prepare estimates for enhancements of existing applications and development
of new modules.
Perform detailed design review of interim and final tasks and code.
Process enhancement work requests; review, prioritize, and package.
Conduct structured walk-throughs or inspections; manage issues to closure.
The candidate will be required to create user/training guide for the end
user.
Ensure work remains within the agreed scope.
Track work plan baseline against results.
Proactively identify and manage issues/risks affecting the project.
Communicate accurate and useful status to Group Lead and other management on
a timely basis.
Identify and initiate continuous improvements.
Facilitate communication and knowledge sharing within the Application Teams.
Develop and deepen understanding of system business requirements supported
by the Application Team.
Communicate clearly the Application Team goals, organizational philosophies,
and policies and procedures to the Application Teams.
Conduct structured walk-throughs or inspections; manage issues to closure.

Understand government business process and operations, including familiarity
with HIPPA and NJAC regulations.
Design product architecture on an enterprise level to expand and incorporate
new system functionality for NJIIS, IMODS and integration with other DHSS
enterprise applications.
Experience with architecting and implementing J2EE, expertise in components
design using Java and strict adherence to J2EE design patterns
Experience in design and development modular re-usable components for Java
Enterprise Applications using UML, Rational
Analyze or recommend commercially available software or other IT
architectural components
Prioritize work and establish deadlines, assign responsibilities and monitor
progress of team members
Anticipate, identify, track and resolve issues and risks affecting own work
and work of the project team. Develop contingency plans as necessary
