Need: Programmer Analyst.

Duration:9mos+

Location: Flushing, NY

Rate:$50 /hr



Program Analyst with at least (4) years experience using analysis services
and reporting services and with experience designing, implementing and
modifying databases using MS SQL Server, Programming language C#,
Development Environment VS 2008 and Source Control TFS 2008.  The specifics
tasks which are needed to accomplish the audit program goals and being
requested under this request for  assistance are as follows:

1.            Action Item Tracking (AIT) System needs to have a field added
for the Facility Priority Level (e.g., High, Medium, Low) that is displayed
on the AIT query page, so that Priority can be used as a data set for
querying purposes.

2.            Configure the AIT to generate reports by regulatory citation
references format.

3.            Configure the AIT to sort citation type capability shall
include DEP polices and

                procedures, federal, state and local (and other)
regulations.

4.            Expand AIT search capability to allow for multiple citation
types.

5.            Expanding AIT to have two (2) new fields: primary root cause;
and immediate

                cause so that trending can be performed using this
information.

6.            Modifying AIT to have a “read-only” function added for
designated users, so that

                a Bureau can view another Bureau’s audit findings and
generate trend reports if

                desired.

7.            Modifying the AIT functionality to expand the “View Report –
Unformatted “

                option to provide all the information requested in the
query; currently only items

                with multiple comments are truncated leaving the end user
with inaccurate data.

8.            Modifying the AIT to be able to generate and send Audit
Findings due date alerts, at scheduled frequency, to multiple individuals
within each Bureau as AIT findings come due or are past due.

9.            Expanding the AIT to create a drop down menu access to a
database that is a part of the AIT database but separately contains only
findings related to pre-turnover construction activities associated with
Bureau of Engineering Design and Construction projects.

*MANDATORY SKILLS/EXPERIENCE **Note: candidates who do not have the
mandatory skills will not be considered.***

*Program Analysts  Responsibilities:***

   - Implement the systems development effort of this project.**
   - Work with DEP Project Managers (OIT and OEHSC) to ensure that all
   project tasks are accurately developed and achieved.
   - Ensure that all system design tasks are completed correctly and on
   time.

·         Resolve all technical and functional issues regarding this
project, with input from DEP / OIT/ OEHSC**

*Program Analysts Deliverables:           ***

A series of deliverables must be provided on an ongoing basis as a function
of the project. They are the following:

·         A project work plan, updated weekly, detailing hours burned, task
completion progress, and time to completion estimates;

·         Weekly project status reports;

·         Open items/issue tracking and resolution reports



*OGS Type of Service and Category of Expertise Required:***

Program Analyst  is required from the following categories:

·         Consulting – Microsoft Windows Back office and Intel Technologies
plus MOSS and MSSBI

*Minimum Qualifications:***

   - At least four years experience managing comparable projects and
   performing the activities described above.
   - Excellent interpersonal and written communication skills.
   - At least four years of experience working with end users to rollout new
   systems.

·         Bachelor’s Degree from an accredited university.

Candidates shall possess a high level of aptitude and competence with a
strong Microsoft Windows office background and experience in developing,
implementing and rolling out complex, high profile projects.

All candidates should have extensive experience in systems analysis, system
design, programming, testing and debugging, and documentation creation. They
should have experience in interfacing with users to determine requirements,
identifying potential new system functions and determining whether existing
system functions are satisfying needs.  They should also be capable of
directing efforts to evaluate and recommend methodologies and applications
packages.

 Additional Needs:  Programmer analysts should have the following
qualifications/expertise:

            Web Application Developer using C# language on ASP .NET
environment. Candidate(s) should have 4 years experience using these
technologies.

·         Experience using MS SQL Server, Microsoft Reporting server and
Transact SQL. The Candidate(s) should be able to design, implement, and
maintain database in an MS SQL Server environment.

·         Knowledge of SharePoint development is a plus.

·         Microsoft Windows Back Office and Intel Technologies, and MOSS are
a plus.

           A minimum of two years experience working with end users to
rollout new systems

Candidates should have extensive experience with the following software:
