An experienced business analyst is needed to develop business and functional
IT requirements for new or upgraded IT SharePoint solutions, capabilities,
and processes. The employee in this position will work as a Sharepoint
programmer/analyst assigned the South Carolina Longitudinal Information
Center for Education (SLICE). This employee will work with program offices
to gather application requirements, translate requirements into design
specifications and work with Sharepoint developers to build applications for
the data warehouse. This employee will work with limited supervision and may
have to direct the work of other application analysts assigned to develop
program code



Serves as a liaison between the business community and the IT organization
in order to provide technical solutions to meet user needs. Possesses
expertise in the business unit(s) they support, as well as, an understanding
of the IT organization's systems and capabilities. Analyzes business
partner's operations to understand their strengths and weaknesses to
determine opportunities to automate processes and functions. Assists in the
business process redesign and documentation as needed for new technology.
Translates high level business requirements into functional specifications
for the IT organization and manages changes to such specifications. Educates
the IT organization on the direction of the business.

Specific South Carolina Department of Education Job Functions Include:
1.Assist program office staff with business process definition and
conceptual system design and participate in collection and documentation of
user requirements and translate them into functional requirements. Will lead
system design meetings with program office staff . These meetings will be
conducted to gather design requirements from program office staff.
2. Provides the necessary documentation in a project - i.e. statement of
work, business requirements, use cases, storyboards, functional
specifications, systems & end-user documentation through a process of
meeting with customers and clients, documenting the requirements specified
by those clients and translating those requirements into project
documentation and specifications.
3. Serves as functional liaison to the agency and user community.
Continuously gains an understanding of the customers' operations and how
systems are used in support of their operations, transferring knowledge to
users and other members of the team. Provides front line user support on
functional issues. Will act as a SharePoint "super user" in order to help
program office staff learn how to use and manage the finished systems during
the implementation phase.
4. Develops or modifies documentation and conveys this information to
technical team for translation into solution, whether new development or
commercial-off-the-shelf technologies.
5. Assess project issues and develop resolutions to meet productivity,
quality, and client-satisfaction goals and objectives; notify & work with
external vendors on issues resolution.
6. Time worked is to be recorded weekly, with weekly status reports
submitted to the Project Manager.
7. Participate in and complete other duties as assigned.



Required Skills (rank in order of Importance): A minimum of 5 years
experience as a business analyst familiar with all phases of the project
life cycle; at least 3 years experience as a business analyst using
SharePoint and Microsoft .NET technology. Experience defining user
requirements, performing needs analysis, and project management for
Microsoft-based solutions; combined with business and technical
communications skills. Knowledge of Microsoft products and technologies such
as Microsoft Office, Project, Visio, SharePoint. Experience with use case
design/analysis/specifications, test plan design & defect analysis, and SDLC
methodology is essential. Team player capable of working on multiple
projects, with multiple clients, in a matrix-based team. Also essential is
experience facilitating large-group business development planning sessions.

Preferred Skills (rank in order of Importance): Knowledge of public
education and as well as FERPA compliance is helpful.



Required Education: A bachelor's degree in computer science or related area
and experience in computer system development and modification. Related
experience may be substituted for the bachelor's degree on a year-for-year
basis.
