Business Analyst / Project Manager Location - Portland, OR Durations - months Rate - Open Business Analyst There is an immediate need for a Senior Business Systems Analyst/Project Manager to assist with developing information to be used in developing a cost analysis WIC Program. This cost analysis will identify options for converting the existing WIC client/server PowerBuilder/Sybase data system to a web-based application by off the shelf applications or conversion. A high degree of prior business analysis, WIC System and technology experience is required. Prior experience developing RFPs, Statement of Work; Project Management, and conversions of a similar nature are also highly desirable. Use of existing documentation with minimal user involvement is likely. The initial engagement will be two months to assist in developing analysis as necessary to apply for ongoing funding. WIC is the Special Supplemental Nutrition Program for Women, Infants and Children. This public health program is designed to improve health outcomes and influence lifetime nutrition and health behaviors in a targeted, at-risk population. Category Description Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Advanced Business Analyst/Consultant capabilities with 9 or more years of experience*. These consultants are recognized as top professionals in their chosen field. Considered "Guru" subject-matter expert in IT Professional Services. Software application design and complicated business systems analysis and design configurations. Individuals possess multiple years of business system analysis experience and are extremely competent in: complicated business systems analysis and design configurations, and complicated, specific, and unique software program applications and how they apply from a user perspective. They have conducted studies and made design recommendations on multiple critical projects; have demonstrated the judgment to plan and accomplish goals; performs a variety of complicated tasks, and may lead and direct the work of others. Typically will hold advanced education degrees or certifications, such as, but not limited to, a Certified Business Analyst Professional (CBAP). *These advanced degrees and certifications may substitute for 0-6 years of experience at this skill set level, and for this skill set level only. May report directly to Executive Director or Chief Information Officer level management; a wide degree of creativity and latitude is expected.
