Overview:
The Law Enforcement Data System (LEDS) is a program organized within the
Intergovernmental Services Bureau of the Department of Oregon State Police.
It provides a criminal justice telecommunications and information system for
the State of Oregon, and is the control point for access to similar programs
operated by other states and the Federal Government. It is important to
note that LEDS is a critical on-line system that has 24x7 availability
requirements.
CRIMEvue is the central database used for LEDS transactions. CRIMEvue is a
fairly large and complex transaction processing system designed to handle 14
transactions per second. The system runs in a cluster on Microsoft Windows
Server 2003 and is constructed using Microsoft SQL Server 2005 database, and
programs written in C++ using Microsoft Visual C++ version 6.0. These C++
programs use ODBC version 3 to call stored procedures in the database.
Our desire is to move to a newer version of C++ so that we can deploy
CRIMEvue on current and future 64-bit hardware and operating systems. While
the operating system of choice is MS Windows Server, we do not necessarily
have to stay with a Microsoft compiler. Thus far, we have identified two
options:
1) Upgrade to a newer version of Microsoft's Visual Studio (thus
utilizing the .Net framework).
Or,
2) Switch to another C++ vendor and the associated development
environment.
Requested Service:
We require consultative services resulting in the following outcomes. (It
is important to note that it is our intent to manage the development phase
of this project, and we require only initial consultation to determine best
course of action).
The selected contractor will:
1) Provide consultative services regarding all available options for
upgrading the LEDS CRIMEvue system, and will recommend a specific course of
action.
2) Provide a Cost-Benefit analysis of each option, outlining:
1. Projected cost,
2. Anticipated staff training required,
3. Approximate time required per day, and
4. Approximate completion date
The contractor selected must have experience in this type of upgrade.
