To test:
1) Create suggestion from OPAC with normal staff user
2) Set sys pref IndependantBranches to 'Prevent'
3) Go to acquisitions home page - it will show one suggestion pending
4) Go to manage suggestions - it will not show up
5) Set sys pref IndependantBranches to 'Don't prevent' - suggestion will be
shown
Suggestion should show up for both settings of IndependantBranches.
