After a book is marked lost and is billed to the patrons account and the book
is seen again as a new checkout (it was not checked in) it does not take the
bill off the patrons account. However when you check in the book it does take
the bill off the patron's account. Whenever a book whose status is "Lost" is
seen in the system again either through checkout, holds, ect... it should
update the last borrowers account and book status.
