I've taken a quick look around at the history of the template and it looks to
me like we never could request a specific copy when placing multiple holds in
the staff client. As soon as the multiple holds feature arrived the "Place a
hold on the next available copy" checkbox (which, unchecked, lets you request a
specific copy) gets wrapped in "<!-- TMPL_UNLESS NAME="multi_hold" -->." That
means it's not an option if placing multiple holds.
