It would be nice for librarians in special libraries who use star ratings to be
able to see the ratings from the staff client so they can make better
suggestions to borrowers more quickly.
At this time we don't think it's necessary to be able to add ratings from the
staff client, unless it was the ability to add a rating on behalf of a
borrower.
