When ordering from a suggestion you only see the suggestions that the logged in
user managed. Most libraries don't work that way. An administrator approves a
suggestion and then an acquisitions staff member does the ordering. In my
tests I was logged in as a superlibrarian so I had all permissions. I also
don't think this was always this way.
