Items with waiting holds which are checked in do not trigger a "Waiting Holds"
alert when the patron checking in the item has waiting holds.
Nick Clemins found this while signing off on ticket 12892
"Holds Waiting: not showing from check out screen".
Steps to reproduce.
1) Patron A checks out item 1
2) Patron B checks out item 2
3) Patron B places a hold for item 1
4) Patron A checks in item 1 => Item 1 is waiting for patron B.
5) Patron B returns item 2
This should trigger an alert that Patron B has waiting holds, but the alert
does not trigger.
