The documentation of AnonymiseIssueHistory doesn't appear to be correct
- claims to update issues instead of old_issues
- claims to write NULL, but seems to write the borrowernumber of the
AnonymousPatron or 0 instead
- claims it will delete the patron issue history for all borrowers if only date
is given, doesn't mention it also checks for privacy setting in the patron
account
