If clicking a link results in the unexpected loss of state when the user is in
the process of entering data I would call that a problem. I think it's a pretty
well established pattern that if you doing something like filling out a form on
a shopping site's checkout page and there is a link to something like privacy
policy or terms of service that clicking the link will open in a new window,
tab, or modal view.
If this situation is similar, then it requires a similar solution.
