Make a system preference called 'floating collection' if you turn this on, then
only reserves will cause a transfer, not just returning an item at a branch
other than it's homebranch
Work to do:
* Add a system preference 'FloatingCollection'
* If this is enable, items only prompt to be transferred if they could fill a
reserve there
* Otherwise they stay at their current branch
How to test
* Switch system preference on
* Return some items at a branch other than its home branch, you should get no
prompt to transfer
* Return one that has a reserve at another branch, should get a prompt to
transfer.
