The schema is updated in another patch than the "Schema Updates" one, "Remove use of EncodeUTF8" could be squashed with another one, the missing file should be part of the main patch, etc. Moreover I don't see the point (except a too lazy way) of the Koha::Template::Plugin::Koha::Find method, IMO the data should be fetch in the pl file.
