If a library has only one branch or the singleBranchMode preference is
activated, don't show the library filter on the left side of the full serial
issue history page.
To test:
- add a subscription to a serial
- go to the OPAC detail page
- subscription tab > more details link at the bottom
- full history tab
- library filter to the left always shows, independent from number of branches
