With reference to bug 13068, the following housekeeping actions need to be
done:
[1] Add TalkingTechItivaPhoneNotification syspref to sysprefs.sql. See db rev
3.09.00.014.
[2] Add text to sample_notices.sql? Combine here 3.09.00.014 and 3.15.00.040.
[3] Add phone notifications to patron message preferences options?
