With OPACPrivacy set to Don't Allow and AllowPatronToSetCheckoutsVisibilityForGuarantor to Allow I get the option under 'Personal details' however, I cannot actually change the value or see the guarantor's name. Good news is that the AllowStaffToSetCheckoutsVisibilityForGuarantor pref seems to work as expected.
