What I like about the current solution is that it's visible (if we fix that bug...) and that switching language is a one off thing that you don't need to waste screen space in the top on mobile devices for. Using a drop down seems reasonable when you have many languages, but it does waste screen space on the top of pages (having to scroll extra on every page in mobile because of a one off language switcher is no fun). Also it's hard to make it obvious that it's there. Perhaps a hybrid with a drop down showing when there's too many languages installed to display the all? I still vote for the footer however. For a drop down I would solve identifying it with using the language names in their own alphabet.
