The use restrictions field runs off the 'restricted' authorised value list.
However, Koha does not restrict circulation unless the items.restricted =1.
The code needs to be updated to allow any RESTRICTED authorised value to be
used to restrict circulation. Make this line: $item->{'restricted'} > 0 ??

if ( $item->{'restricted'} && $item->{'restricted'} == 1 )
{
$issuingimpossible{RESTRICTED} = 1;
}
