In Acquisitions, when an item record is created during the ordering process,
and a location is selected, that location does not save to the
items.permanent_location field. Items then have NULL value in
permanent_location and if Cart to shelf is turned on the location becomes CART
and the permanent location becomes CART also (in the course of circulating the
item).
1. Create basket
2. Create order record for an item (create the item record)
3. Check items table for location and permanent_location values.
