If you have a locked budget and you receive an item that was ordered from a
fund in that budget the receipt page says 'current fund' in the fund box. If
you receive though it doesn't keep the fund it blanks it out. It shouldn't list
the fund if the fund is locked, it should say "SELECTED FUND DISABLED" or
something along those lines
