When CirculationBranch is set to PatronLibrary,
Patron from branch B comes to branch A to checkout a book.
The librarian should be warned that the book should not be checkout.
When checking in, the librarian should be warned that the book should not be
checked in before the return is done.
And the page should allow the librarian to override the warning. And accept the
book.
