The fee set in ExpireReservesMaxPickUpDelayCharge can only be charged by the
automatic expiration cron script. Some libraries would prefer to manually
cancel holds via the "Holds over" tab of the "Holds awaiting pickup" page but
still be able to charge the cancellation fee.
