When adding a new shipment in acquisitions, you can enter the invoice number
and shipment date, but not the billing date.
As you are already adding data from the invoice you received, it would be
helpful for libraries to be able to enter the billing date at this point as
well.
Currently you can only add it after you finished processing the delivery.
