Would love to see a selection when creating a new account to suppress the
welcome e-mail generated by AutoEmailOpacUser. Sometimes, like when creating
accounts for ILL, you don't want to send the info.
It would also be great if there were a preference where you could choose patron
groups to not send this e-mail to.
