Now that we are on a path to getting a jQuery upgrade, it's time to start
working on an upgrade to Bootstrap in the staff client.
I propose that this upgrade be done as a precursor to (rather than
simultaneously with) a full conversion of the staff client to a Bootstrap grid
(Bug 14546).
