Making the library mandatory doesn't hurt - we can think about having it empty or to 'all libraries' separately. The new format check keeps you from submitting something that cannot be stored in the database - improving the GUI is also something we can do separately. Maybe we could just display a hint behind the field in a grey font as we do in other places.
