1) Add new system preference AutoReturnCheckedOutItemForNewCheckout ( or
something more terse )
2) Add new system preference AutoReturnCheckedOutItemForNewCheckoutForgiveFine
3) Modify circulation.pl to accept these new parameters and report what
happened (yellow box) instead of prompting for confirmation
