Some libraries (e.g. commercial libraries in India) prefer to show their
catalog only to logged in members.
This change will create a system preference "opacsearchaccesscontrol". This
preference will have values of "anonymous" and "loggedinuser".
Default value of the system preference will be "anonymous".
If the system pref is set to "loggedinuser", search will be available only to
logged in users.
