Bug 14224 adds issue notes, where users can add notes to issues on the OPAC
side and a notice is generated and sent to the library. Other than the notice,
librarians cannot see the issue notes until the item is checked in. This bug
will show issue notes on the staff side (similar to how purchase suggestions
and patron detail modifications show up on mainpage.pl), where librarians can
view issue notes and mark them as 'seen'.
