To test:
* Create patron rule that limits a patron category to checkout or place a hold
only from Branch A
* Set Patron 1 with that patron category
* Create a single item bib record whose homebranch is Branch A
SUCCESS
* Try to place a hold on that item under Patron 1. You will see that you can.
FAIL
* Place a hold for that item under another patron under another branch and
trigger the hold.
* Place a hold for that item under Patron 1. You will see that you cannot
place the hold!
