To test:
1) Set OpacHiddenItems to hide a specific location.
2) Find a bib record with multiple items. Set the shelving location to the
location set in step 1.
3) Go to the OPAC and search for the record. See that the item in the location
you chose in step 1 is not showing.
4) Go to place a hold on a specific item in this record on the OPAC. When you
are shown the list of items to choose from, notice that you can now see the
suppressed item.
I have confirmed that this is occurring in 3.22 and master.
