A customer has reported this and cait has confirmed it. When you try to add or
edit a patron in Internet Explorer 11 the "Save" button does not work. It seems
the floating toolbar that should make sure "Save" and "Cancel" are always
visible is also broken. Not sure if these two things are related or just
accidental. 

I would look into solving this myself, but I do not have access to IE.
