Bug 8452 was similar, but it was related to using the DB user. Right now, with
a proper staff user with enough privileges (superlibrarian), I get this error
due to the absence of defined FUNDS. It is probably a good idea to force the
FUND creation for using the acquisitions module, but the message itself is
missleading. It should say 'fund' if that's what it is talking about.
Steps to reproduce:
- Have a fresh install
- Go to the acquisitions module
=> SUCCESS: You are notified that you need to first defined a budget in order
to operate.
- Follow the link, create an ACTIVE budget.
- Go to the acquisitions module
=> FAIL: "You must define a budget..." message still shows
Verify the problem condition:
- Go to the budgets page
- Create a fund on the newly created budget
- Go back to the acquisitions module
=> SUCCESS: The warning is not shown anymore, the budgets table shows at the
bottom
