With bug 17762 it's now possible to set a preferred language in the patron
account that will be used to sent translated notices.
It should be possible for the patron to set their preferred language in the
OPAC too.
If a library doesn't want this, the PatronSelf*BorrowerUnwantedField
preferences should allow to remove the option.
