Existing circulation notes are removed from overwritten borrower records when
importing via Tools > Import Patrons. Confirmed on 16.11 and 17.05
To test, select patron record and add circulation note. Create a test import
file matching on the cardnumber, selecting overwrite. Patron attributes can be
either option. When imported the record overlays correctly but removes the
circulation note on the imported borrower record.
