Steps to reproduce:
- On the Circulation and fine rules page
- Empty the value of 'Current on-site checkouts allowed' and save
- Notice 'Unlimited' shows on the saved rule.
- Click edit
=> FAIL: the 'Unlimited' string displays intead of the empty string.
