There is a FIXME that was waiting for Bug 17091 to be pushed; it has now been
pushed.

To test if the recommended fix works, submit a change to the user's details
through the OPAC, then confirm that this request is the only request from the
user back in the staff client (members/members-update.pl). New requests replace
old requests.
