Create a Koha Telegram Bot to send notifications via Telegram instant messaging
app.
Telegram is a popular instant messaging application alternative to WhatsApp.
Telegram has an API for writing bots that interact with users. This could be
used to send Koha's notifications for free directly into patron's Telegram app.
