The "Items circulation alerts" part of the admin interface is a very elaborate
table to, if i understand it correctly, decide what kind of items should
trigger a checkin or checkout notification for each patron category and each
library.

I have never seen a library using it, in fact i have never seen a library using
the checkin and chekout notifications, which generate a lot of messages for the
users.

Is it in use anywhere? I think we should keep check in and check out
notifications, but this tool is a good candidate for removal in my opinion.
