When a library is using the system preference makePreviousSerialAvailable it
allows them to make a previous serial automatically available when receiving a
new serial issue. However if there are multiple serials marked late in the
subscription, the system preference makePreviousSerialAvailable does not
automatically change when the next item is brought in.
