If you have a circulation rule set to "Don't allow" and staff try to place an
item-level hold, there is a warning telling you that it's against the rules but
you can override it. But if you have a circulation rule set to "Force", there
is no warning if you place a bib-level hold, and no indication in the UI at all
that this is something you shouldn't be doing.
