Currently Koha will display the outstanding fines of a guarantee on the
guarantor's account only when the amount of the fines exceed the value of the
system preference: noissueschargesguarantees. It would be nice to have this
value displayed on the guarantor's account whenever there is a fine as to let
staff know that the guarantor's guarantees have a balance.
